Compliance & Regulatory Policy

PakaPay Ltd is a registered FinTech provider dedicated to maintaining the highest level of regulatory compliance. We operate in strict conformity with regional central banking policies, anti-money laundering (AML) acts, and counter-terrorist financing (CTF) protocols.

1. Regulatory Overview & Licensing

PakaPay Ltd operates as a regulated Payment Service Provider (PSP) and Digital Wallet issuer. We maintain operational licenses in all jurisdictions of service, working under the oversight of national central banking authorities and financial conduct committees. Our operations are governed by local electronic transactions laws, national banking regulations, and guidelines set forth by financial intelligence units.

2. Anti-Money Laundering (AML) & Counter-Terrorist Financing (CTF)

PakaPay has established a comprehensive risk-based AML/CTF program designed to detect, deter, and report suspicious activities. Our program includes:

  • Real-time Transaction Monitoring: Automated screening systems that flag structured transfers, anomalous transaction velocity, and high-frequency movement of funds.
  • Global Sanctions Screening: Instant checks against international sanctions watchlists (including OFAC, EU Consolidated List, United Nations Security Council Resolutions, and national enforcement lists).
  • Politically Exposed Persons (PEPs) Monitoring: Specialized due diligence procedures applied to PEPs, their family members, and close associates.

3. Know Your Customer (KYC) & Business (KYB) Verification

To mitigate identity theft, financial fraud, and unauthorized usage of our platform, PakaPay enforces a multi-tiered customer verification policy:

Tier 1 (Basic) Email & Phone validation. Limit: $1,000 / daily
Tier 2 (Verified) Government-issued ID & Selfie. Limit: $10,000 / daily
Tier 3 (Enterprise) Proof of Address & KYB details. Limit: Unlimited

4. Suspicious Activity Reporting (SAR)

In accordance with national financial intelligence laws, PakaPay is legally obligated to file Suspicious Transaction Reports (STRs) or Suspicious Activity Reports (SARs) with competent authorities if there are reasonable grounds to suspect that funds are associated with money laundering, fraud, tax evasion, or terrorist financing. Under applicable "tipping-off" regulations, we are strictly prohibited from disclosing to the customer or any third party that a report has been filed or that an investigation is underway.

5. Data Privacy & Compliance Audits

Our compliance framework is audited annually by certified independent third-party firms to guarantee that our transaction monitoring, user validation procedures, and security controls strictly align with modern requirements. Additionally, PakaPay maintains records of customer identity verification and transaction logs for a minimum of five (5) years following the termination of a customer relationship, in accordance with global record-keeping standards.
